Establishment

     Business Information Center has been established within a development program the Local Area Development Program "LADP", by United Nations Office for Project Services (UNOPS) and the International Labor Organization (ILO). LADP includes three targeted areas in Iraq (Sulaymania, Hilla, and Marshlands Areas in the south). The program is based on three basic objectives:

1. Preparation of plans for the local area development.

2. Economic recovery and Employment creation.

3. The development of physical and social infrastructure and adoption of the to intensive labor approach.

The business information center created under the second objective of this program by signing a memorandum of understanding between the Basra Chamber of Commerce and UNOPS on 27 October 2008, as one of three centers established in each of Sulaimaniya, Hilla within the same program.

The main role of the Basra Chamber of Commerce is the source of information and support to owners of SMEs, providing them with advice, counseling and support to the establishment and expansion of their projects, Basra COC is working to promote and defend the interests of these projects, and it works through this BIC as a guide for policy about the general situation of SMES, as well as BIC is committed for promotion of the labor workforce and gender.

As part of this agreement provided for the contribution of each party to the resources and supplies required for the operation of  BIC, Basra Chamber of Commerce allocated a large space of the first floor of Basra COC building as the headquarter of the BIC, as well as the appointing of a number of staff in which to work as administrators and consultants, whereas UNOPS provided BIC with different equipments as well as technical support and also allocated a small budget to implement a number of activities for the entire year.
